Planning Permission in Cork

Planning in Cork is handled by Cork City Council and Cork County Council (North, South and West divisions). Cork is unusual in having both a city council (Cork City Council) and a county council divided into three areas — Cork North, Cork South and Cork West. Planning practice and turnaround times vary across these divisions. Coastal and scenic areas in West Cork (around Bantry, Skibbereen and Clonakilty) can carry additional design and setback considerations, while suburban sites around Ballincollig and Carrigaline are more straightforward. From 27 July 2026, a detached auxiliary dwelling of 32–45 m² in a rear garden may qualify for the Class 3A exemption, subject to conditions — relevant for Cork suburban and rural family plots. A permanent modular home used as a dwelling requires planning permission, while smaller ancillary buildings up to 45 m² may qualify for an exemption.
